The Symposium seeks to create a framework for exchange between research centers and P/CVE practitioners. This should lead to the elaboration of a strategic research agenda for the G5 Sahel and other decision-makers in the G5 Sahel countries for the prevention of radicalization and violent extremism. The symposium originally planned for June has been postponed to november 2020 because of the Covid-19 pandemic. As European decision-makers re-examine their strategy in an increasingly prominent region in the EU’s foreign policy outlook, the discussion focused on improving the EU’s security engagement and its implications for longer-term governance and development in the Sahel, Bamako (online event), 19 May 2020 2) The ISS was invited by the International Peace Institute (IPI), the Stimson Center, and Security Council Report (SCR), which aims to support the sustained engagement of member states in broader discussions on making UN peace operations better fit for purpose. The presentation stressed the fact that the multiplicity and interdependence of the armed forces operating in the Sahel implies the need for a common ethics in action. The blunders committed by the national armies or a coalition of armies can have an impact on the efforts to stabilize the country. These abuses stir up disagreements between the SDF and certain communities and contribute to further weakening their relations with the state. 1) At the invitation of the Global Public Policy Institute (GPPI), the team participated in a virtual workshop on the theme: COVID-19: An Opportunity for a Reset in the Sahel Region? on 20 August. The team presented its initial analysis of how COVID-19 has exposed governance challenges in the Sahel, albeit not directly leading to major upheavals in the region . 2) At the invitation of the gold mining company IAMGOLD, the team presented analysis of the risks posed by upcoming elections in Burkina Faso and Côte d’Ivoire and the implications a deteriorating political and security situation could have on its operations on 27 August. This request shows the increasing interest for ISS research by the private sector. 3) The team was invited by the laboratory of analysis of societies and power (Laboratoire d’analyses des sociétés et pouvoirs LASPAD) of the University Gaston Berger of Senegal to a discussion on the Mali coup and future perspectives. 4) On 3 September, the ISS was invited by the CGIAR to participate as a panelist in a webinar on climate security in the Sahel. The ISS shared insights and analysis on the drivers of conflict in the Sahel and how climate-smart interventions can help to alleviate some of the root causes of conflicts in the region. Number of contributions made to enhance evidence based knowledge and undersatnding on the human secrity challenges facing the Sahel The ISS conducted pre-election 2 consultative missions in Burkina and Niger, where the team met representatives of political parties, government institutions, civil society organisations, international partners, as well as researchers, and other relevant actors. The team also monitored the broader societal and socio economic developments in the Sahel. The data and information gathered and analysed through this work led to the publication of 4 analytical pieces, 14 presentations, 10 briefings and 19 interviews. The first one in the region of Kayes in Mali, looking at the human security challenges linked to the gold economy in the region. The second one in Niger, aimed at providing support to the High authority for consolidation of peace in the organization of a seminar on stabilization and the fight against insurgent terrorism. This was also the occasion to conduct interviews in the framework of the project looking at the security dynamics in the region of Maradi and and team also provided technical support to the West Africa Network for Peacebuilding (WANEP). ISS partners were breifed on the war between Tigray People Libration Front(TPLF) and the Federal Government of Ethiopia. This high level closed briefing helped leaders in the International COmmunity and ISS partners to understand the conflict and its ramifications Closed briefings are one way ISS insures partners are getting quality and well researched information on the peace and security of Ethiopia. Our partners ask for these breifings because they find them very helpful. Timely and well reserched closed briefing instill confidence in our partners ISS capability of providing quality information on peace and security issues. These briefings will continue to be one way of engaging our partners from time to time. International Community partners, Ambassdors based in Addis During war and crisis time getting real time information and balanced views are difficult. ISS closed briefings are providing these much needed balanced analysis of peace and security issues on timely fashion. Analysis provided in these closed breifings are highly appreciated and most welcomed by partners The monograph on design options for Ethiopia constitution followed by a seminar to critic and discuss the research A well reaserched and debated monograph discussing constituion design options as Ethiopia is going thorugh constititutional crisis at times. There are disagreements on the 1995 Ethiopian constitutions. These disagreements come from different directions including from some within the government. This monograph provided different options and presented for political actors in Ethiopia to consider in future debates Government decision makers, political parties The monograph was presented for the General Attorney office and other relevant governmental, non govermental bodies and research orginizationsand discussed the diffrent constitutional design options. This reaseach work is debated and discussed at higher levels and there is an interest from the goverment side to consder the recommendations presented by the research. A dialogue between the Ministry of peace and civil society organizations supported and promoted constructive conflict management and peace processes; A working group representing CSOs formed after discussion and will be working closely with the Ministry of Peace to coordinate peacebuilng efforts On this seminar it is agreed that government bodies need to work closely with the civil society to enhance the role of the civil society in peace building. Government decision makers and leaders from Civil Society Organizations Civil society organizations in Ethiopia play limited role in peace builidng in Ethiopia. There is an interest from the civil societies side to have an active role and to play more in the peace buidling process. The governemnt showed its interest to work with civil soociety organization in peace buildings recognizing their irreplaceble roles. Stakeholders discussed the legality and impact of the regional special forces. Discussion focused as it is one actor of regional conflict in Ethiopia, few weeks after the seminar the Federal government of Ethiopia went in to a war with special forces in Tigray regional state This dicussion rasied one of the major issue behind conflicts and security crises between the Federal government and regional states. We expect changes in the set up and governance of regional special security forces Government decision makers, reserachers, international organizations and students The legality and practices of special regional forces has been at the center of the peace and security debate in Ethiopia. These informal and powerful security forces in Ethiopia regional states are mentioned whenever regional conflicts arise. This uncosntitional set up of special forces ended up fighting with the Federal government both in Somali and Tigray regions resulting in mass killings, displacements and unprecendated crises. AFI partnered with the embassy of Tunisia in South Africa, the University of Tunis and the University of Northwest to host a second launch of our study on the long-term future of Tunisia and used the opportunity to showcase the associated video that is now completed. There is considerable interest in follow on work on Tunisia in 2021. Panel consisted of several high-level Tuniisans with influence in academia and media which drew a rather large audience of decision makers. The event was also made available for anyone who could not attend online. The discussions were particularly rich and indicated a continued need to develop these two aspects on P/CVE processes in both countries. Common understanding among policy makers in Kenya and Uganda on dialogue and community resilience in P/CVE processes 56 participants drawn from government and non-governmental organisations participated in the hybrid events in Nairobi and Kampala. The ISS received very good feedback from stakeholders such as the Executive Secretary of the Lake Chad Basin Commission on the usefulness of the insights. This result will be completed with the dissemination of the WAR on Resilience in the Shadows of Boko Haram. The report is at its final stage of revision-layout and should be ready for dissemination by March 2022. As part of a bi-monthly briefing to the UNDP, ISS presented an analysis of trends emerging from the activities of the Boko Haram factions (ISWAP and JAS) in the post-Shekau period and their implications for stabilisations in the Lake Chad Basin. Along with the analysis were policy recommendations for addressing governance and developmental needs and improving civil protection and livelihoods, among others. The briefing was attended by about 100 persons, including representatives from the various UN agencies, the EU, the French Development Agency and embassies. On Friday the 12th of August, ISS had a morning briefing on the possible ways to curb insecurity in Mali through dialogue and negotiations with non-state armed actors. On the 16th of September, ISS delivered to UK FCDO a briefing on dialogue with VEOs in the Sahel. By the end of 2021, ISS intends to have delivered at least 6 research outputs informed by the findings of the research and analytical work on the issue of dialogue with VE Groups in the Sahel. At the request of the Dutch embassy in Mali, ISS delivered a briefing on dialogue and negotiation with non-state armed actors in Mali on 17 November. During the first two days of the workshop, participating women presented a preliminary analysis of the security situation in their respective communes (Abala, Ayorou, Banibangou, Bankilaré, Ouallam) based on a template that was shared with them prior to the workshop. Their presentations provided the substantive basis for the conflict analysis of the security situation in the Tillaberi region from community women’s perspective. At the end of the 5-day workshop, the ISS, WANEP Niger and the 10 participants were able to collect primary data and draft an outline for the conflict analysis. The 10 local civil society women will continue to collect data in the field. The first draft of the conflict analysis is expected in March 2022. This results aims at ensuring that ISS real-time analysis is made avaible to relevant stakeholders through various means, allowing for the necessary policy update and influencing of public opinion on human security, security and governnace matters These are the interviews, policy briefings and publications delivered addressing issues related to on-going dynamics in the Sahel By the end of 2021, ISS intends to have delivered at least 30 research outputs informed by real-time analysis of governance and security developments in the Sahel. On 4th October 2021, ISS organized a consultative workshop on human security threat associated with gold mining in Kayes region in the Prefecture of Kéniéba. The success of the workshop led to two other consultative workshops in December in Kayes and in Bamako where ISS was invited by miners to share with them the findings of its research. On 11th of November, ISS delivered an interview on BBC on artisanal gold mining ban by the Malian State. At the invitation of Mali’s Ministry of Mines, ISS participated in the Forum on the degradation of Mali's waterways by gold mining on 17th November. ISS published on 9th December an ISS Today on the impacts of artisanal gold mining on women in Mali and Senegal. Human security threats linked to gold mining in South-Eastern Senegal are reduced. Policymakers, civil society and communities use the findings and recommendations of ISS research to design and implement strategies, policies and practice to reduce these threats. The Horn program was also invited as a panellist to IGAD for Pease: Shaping peace together webinar organized by the IGAD Secretariat for the 21 September International Peace Day on Sep 20, 2021 to contribute to the discourse. UNDP reached out to the Horn program to be the only bidder to develop a state of governance, peace and security report for the Horn of Africa that helps with the assessment of the implementation of its Comprehensive Regional Prevention Strategy for the Horn.
